- **Citizenship:** Constitution Article 148 sets 3 years of permanent
  residency + Spanish/Guaraní integration test + Supreme Court ruling.
  Dual nationality allowed under Art. 149 (Spain and Italy by treaty per
  Ley 7052/2023; others by reciprocity). Naturalized citizens are
  excluded from Senate (Art. 223), Chamber of Deputies (Art. 221),
  Presidency (Art. 228), and the Supreme Court (Art. 258).
- **Taxes:** Paraguay's territorial system under Ley 6380/2019 — 0% IRP on
  foreign-source income (salary, business, dividends, crypto). Domestic
  IRP capped at 8/9/10% with a Gs. 80M (~US$ 13k) threshold. IDU dividend
  tax is 8% for tax residents, 15% for non-residents. No wealth tax. No
  inheritance tax on foreign assets. Paraguay is not yet a CRS-exchange

  border zone restriction (Decreto 7525/2011 + Ley 2532/2005) applies
  ONLY to bordering-country nationals (Brazilian, Argentine, Bolivian),
  not to other foreigners.

  fees range US$ 4,000–9,200 — American School of Asunción (ASA, Pre-K
  US$ 5,700 / K-12 US$ 9,200), Pan American International School (PAIS,
  Luque), British School of Asunción (BSA), Colegio Alemán Concordia,
  Colegio Goethe (founded 1893, IB DP + Abitur). Free SND sports schools
  for ages 6–17 (22 disciplines).
- **Diaspora:** 12 national communities — Brazilian (largest, 23,526
